Many people have lauded C.R.A.C.K. (Children Requiring a Caring
Kommunity), also known as Project Prevention,1 as a sensible and
socially responsible program.
On November 1, 2002, the Bush Administration will put into effect its redefinition of the word "child" under the State Children's Health Insurance Program (SCHIP) to include "unborn children," ruling that a "Child means an individual under the age of 19 including the period from conception to birth.

The Pregnancy Justice opposes the proposed amendment to regulations under the State Children's Health Insurance Program (SCHIP), published at 67 Federal Register 9936 (March 5, 2002) (the "Proposed Regulation") to revise the definition of 'child' under the State Children's Health Insurance Program "so that a State may elect to make individuals in the period between conception and birth eligible for coverage.
